Kaluppâ Foundation is proud to announce a remarkable milestone in its journey of community service and grassroots development. On November 28, 2025, the Sangguniang Panlalawigan ng Marinduque formally recognized Kaluppâ Foundation Inc. as an accredited Civil Society Organization (CSO) of the province, following the provisions of the Local Government Code of 1991 (RA 7160), its Implementing Rules and Regulations, and the standards set by the Department of the Interior and Local Government (DILG) Memorandum Circular No. 2025-060.
This accreditation is a testament to Kaluppâ’s integrity, transparency, and commitment to uplifting communities across Marinduque.
A Rigorous Process, A Meaningful Recognition
The accreditation process, led by the Committee on Civil Society Organizations with the assistance of the Provincial Planning and Development Office and the SP Secretariat, thoroughly evaluated Kaluppâ’s documents, governance systems, track record, and organizational readiness.
After careful review, the Sangguniang Panlalawigan concluded that Kaluppâ Foundation has fully complied with all requirements and guidelines under national and local regulations, thereby granting the organization official CSO status through SP Resolution No. 184, Series of 2025.
This recognition allows Kaluppâ Foundation to be part of the roster of legitimate, trusted, and development-driven CSOs in the province.
Kaluppâ Foundation during its accreditation hearing before the Committee on Civil Society Organizations of the Sangguniang Panlalawigan ng Marinduque, held on October 29, 2025, at the SP Session Hall, Provincial Capitol, Boac, Marinduque.
The hearing was attended by Rafael Seño, Executive Director of Kaluppâ Foundation, as part of the formal evaluation process that later led to the organization’s accreditation as a Civil Society Organization (CSO) of the province.
A New Space in Local Governance and Development
As an accredited Civil Society Organization, Kaluppâ Foundation becomes eligible in the future to participate in the selection of representatives to various Local Special Bodies, such as:
Local Development Council
Local School Board
Local Health Board
Local Peace and Order Council
and other policy-making and consultative bodies of the province
These spaces are where important decisions are shaped, on education, health, agriculture, livelihood, planning, budgeting, and community welfare. Kaluppâ’s presence ensures that the voices of farmers, learners, families, and grassroots communities are represented with integrity and compassion.

From its beginning, Kaluppâ Foundation has been guided by a mission rooted in education, agriculture, digital inclusion, community empowerment, and the belief that progress must uplift the most ordinary among us.
This accreditation strengthens the foundation’s ability to:
Expand partnerships with government agencies
Strengthen project implementation
Advocate for inclusive and community-centered policies
And continue serving Marinduque with heart and accountability
It is both a recognition of our past work and a doorway to the work that awaits.

About the CSO Accreditation
A Civil Society Organization (CSO) is a non‑government, non‑profit group formed by citizens to serve the public good. CSOs work alongside communities and government to promote development, protect shared resources, and advance inclusive, people‑centered solutions.
As an accredited CSO, Kaluppâ Foundation is formally recognized as a legitimate partner in local governance, able to represent community voices, participate in consultative bodies, and contribute to shaping policies and programs that affect people’s lives, land, and environment.
