In Barangay Masiga, where the mornings begin with the chatter of neighbors and the shuffle of life lived close to the land, something quietly transformative unfolded under the covered court. Laptops flickered to life. Fingers hesitated, then pressed their first keys. And three women, each carrying her own hopes for family, work, and community, found themselves stepping into a world that once felt distant.
They are not celebrities, nor extraordinary in the usual sense. But in their stories, you feel the pulse of what digital inclusion truly means. These are the voices of Batch D10.
Digital Literacy Program Batch D10 was made possible through the shared mission of Kaluppâ Foundation, DICT Marinduque, TESDA Marinduque, and Fazendas Agri-Productivity and Training Center, partners working hand in hand to bring digital skills, confidence, and opportunity to rural communities across the province.

JULPHA: The Barangay Treasurer Who Found New Clarity in Her Work
Julpha Hyacinth Mansia, 29, handles numbers every day as Barangay Treasurer—but digital tools like Excel were once intimidating. During the training, the moment charts and data organization were introduced, something clicked.
“Lahat meaningful and useful… lalo na sa paggawa ng graphs and Excel,” she shared, imagining clearer records and more transparent public service.
Her growth reflects the program’s vision: equipping frontline workers with the digital skills that make governance lighter, more accurate, and more accountable.

JINGKEE: The Child Development Worker Who Discovered the Doorway to eGovernment
When 28-year-old Jingkee Inao Sescar opened the eGov app for the first time, she thought it was just another tool. What she found was a doorway.
“Parang simpleng app lang siya pero andon na pala lahat,” she said, realizing how she could now help families process IDs, records, and documents without long travel or extra cost.
Her story embodies the purpose behind DICT’s partnership: to bring government services closer to families who need them most.
KRISTEL: The Aspiring Teacher Who Reawakened a Love for Learning
For 35-year-old Kristel Marie Soberano, technology was familiar but not fluent, until Batch D10 reignited her spark.
“Although basic lang siya, refresher ito… may mga part pala don na ngayon ko lang nalaman,” she laughed, delighted at discovering features she had never used before.
She now imagines teaching these skills someday, proof that digital literacy does not end with one learner; it ripples outward.

Batch D10, like the 12 batches envisioned in the 2026 Digital Literacy Program is a space where rural learners rediscover their abilities, challenge their fears, and expand their sense of what is possible.
The program evaluation showed:
Outstanding evaluation ratings (4.84–4.90 average)
Province wide reach
Strong representation of priority sectors including farmers, frontliners, 4Ps, OSY, and disaster affected households
Empowered individuals who walk away not just with skills, but with quiet confidence
But beyond numbers, the deepest success lies in this: people discovering they are capable of more than they ever thought possible.
